I congratulate Rail Minister Suresh Prabhu, on presenting a thoughtful budget for the dynamic Railways of a progressive nation.

This budget strives for the dignity of the poor, honour of the women, enthusiasm of the youth and broadening the smile of the middle class. 

This budget presents an optimistic strategy for the future, while giving a complete account of the promises made in the budget of previous year. We have achieved a lot in the past one year and this budget presents an effort to make it further better.

Cleanliness and upgradation of passenger facilities and technology remains the basic Mantra of last two budgets. Beside this, Railway projects have been defined on the basis of ‘Commissioning’, in place of ‘Completion’. I believe this policy-transformation is a Paradigm-shift in nation’s economy. The special arrangement of the ‘Super-fast trains’ for the poor through launch of Antodaya Express and Deen-Dyalu rail coaches , reiterate the commitment of our government to the poor.

This budget will have long-term positive impact on the national economy by effective execution, enhanced capital investment and infusion of technology along with IT, in the Railways.

Appropriate steps has been taken towards fulfilling the Government’s promise to enhance connectivity in the backward areas of the country, especially the North-East. Beside, the chronic problem of our rail routes due to the lack of capacity, has been done away with to a large extent over the past one year. This Rail Budget has further strengthened the measures..

We have seen the budgets before Mr. Suresh Prabhu. I don’t want to criticize those, but if I see the Budgets of last five years by the previous Government, the Budget by Suresh Prabhuji has taken a big jump with 2.5 times higher investment. This budget will be an important tool towards the renovation of the nation. The best thing is that the State Governments are also enthusiastically participating in the expansion of our Railways. A detailed road-map in this direction has also been presented. Along with that an effort has been made to seek the co-operation of Passengers and the Railway Employees, as well. Discipline in spending, efficiency in management and accountability to the consumer is the focus of our Government, which is reflected in this budget.

My congratulations once to the Railways Minister Mr. Suresh Prabhu, Rail Family and the Team Railway.

Railway Budget, 2016-17 is a delivery oriented budget: Shri Ananth Kumar 
Following is the statement by Shri Ananth Kumar, Minister of Chemicals and fertilizers on the Railway budget:

“Today by presenting his second railway budget, my colleague Shri Suresh Prabhu has taken the commitment of the Government forward to put the Railways in Mission mode. I congratulate the Railway Minister for presenting a commitment of delivery oriented budget rather than a budget full of promises which remains unfulfilled.

Ever since Shri Narendra Modi Ji took over as Prime Minister, he has emphasized on involvement of general public in all issues. Accordingly this is the first time where any Government has taken the initiative of connecting directly with the railway users through social media and including their suggestions in the budget.

The Railways are the lifeline of the country and the most preferred mode of transport for the all classes of the Society. Being the oldest and the largest railroad networks in the world, ferrying some 23 million people and also 2.65 million tonnes of goods on its coaches, each day, railways is performing a gigantic task by serving a huge network of 7,172 stations via 12,617 passenger and 7,421 freight trains on a track network spanning Baramulla in the Himalayan foothills of Kashmir to the southern tip of Kanyakumari in Tamil Nadu, and from Naharlagun in Arunachal Pradesh to the port town of Okha in Gujarat.

Successive Railway Budgets of the UPA had reduced the functioning of the Railways to shambles, as the non-completion of important projects for many years. Lack of infrastructure and passenger amenities and facilities, poor cleanliness & hygiene, deterioration of safety, lack of vision by the UPA Government in the last 10 years has eroded the trust of the people..

I congratulate the Hon’ble Railway Minister for focusing on introducing several measures for the first time in the History of the Country like introducing bio-vacuum toilets, announcing setting up of 1st Rail Auto Hub, commencement of wi-fi system etc. The railway ministry under this Government has resorted to generate revenue from various resources like reducing use of diesel, power and make optimum use of available assets and increased productivity. The Railway Minister has to be complimented for initiating action on 139 announcements made in the last year’s budget which reflects his sincerity and the transparency of the working of this Government.

The railways have tremendously responded to the call of the Hon’ble Prime Minister for Swaach Bharat. The people of the Country and especially the train commuters have joined hands in cleanliness of railways. The railways on their part have taken the call further by introducing the clean my coach SMS facility.

In the last ten years, railways were forced to run with limited resource which has strained their economic position to such an extent where they have reached a point of no return. There was a need to revive railways which is the backbone of the Indian transport system and the life-line of the economy. The approach of the Railway Minister is transparent and in the interest of the citizens and the railways. His core objective of Indian railways to become an engine of economic growth is crystal clear.

Measures like introduction of reservation for women in reserved quota, e-booking of tickets for concessional passes, reservation of 50% in lower berth quota for senior citizens, provision for baby food, battery operated services for the senior citizens, providing local cuisines to passengers, sale of tickets through hand held devices and platform tickets through vending machines etc., would go a long way in augmenting the facilities to the train travelers.

I also congratulate the Hon’ble Railway Minister in taking initiative to implement the Make in India initiative of the Hon’ble Prime Minister by announcing to set up two loco factories with an investment of 40,000 crores, which will bring the Indian Railway Industry as a major player in the global market.

This Railway Budget spearheads the much-needed use of modern management systems and technological advances in core economic activity such as the Railways and is an indication of the “achhe din aayenge” commitment of our Government. Proposal to shift to paperless contact management system, innovation for transparency in procurement, new strategies in freight policies to optimize productivity is a step in this direction. The proposal to enhance the capacity of issue of e tickets from 2000 to 7200 per minute is a major initiative which will go a long way to provide facilities to the passengers.

The development of physical infrastructure and some operations of Indian Railways is both expensive and unwieldy. The proposal for remodeling of various stations will provide the much needed comforts to the passengers. Combining this work with the concept of development according to local theme of the area would also maintain the cultural requirements.

The Public Private partnership mode in different areas has shown excellent results. The proposal to finance certain future railway projects through this mode and collaboration with the State Governments for augmenting the railway infrastructure like electrification, construction of logistic parks, support for start ups in railway sector etc. would definitely yield results and augment the Government’s efforts to ensure time and cost over runs.

Bengaluru, the capital city of the State of Karnataka has grown manifold during the last one decade. With the growth of various industries, especially the IT Sector, there has been substantial increase in the influx of population to the city, which required augmentation of effective transportation system to cater to the increased population in the city.

I am thankful to the Hon’ble Railway Minister for giving due consideration to this matter by sanctioning the Suburban Rail Transport system. This would be in addition to the already sanctioned Bangalore metro Rail project which is under implementation. I would also take the opportunity of thanking the Government of Karnataka for coming forward to share 50% of the cost of the project. “ 

‘Railway Budget is a Passenger-Centric Budget’: Javadekar

Environment Minister’s Reaction to Rail Budget 2016-2017 
The Minister of State (Independent Charge) of Environment, Forest and Climate Change, Shri Prakash Javadekar, has termed the Railway Budget 2016-2017 as a ‘passenger-centric budget”. In a reaction after the presentation of the Rail Budget in Parliament today, Shri Javadekar said, “It is a futuristic and a visionary budget, which reflects Prime Minister’s vision of Make In India very strongly. Railway Budget also makes railway more important in the economy of India.” Shri Javadekar said that it is a passenger-centric budget and the facilities and security will be increased. He added that for the first time, the poorest of the poor have been given importance. “New Antyoday Express, a completely unreserved train and Deendayal coaches on all expresses and mail trains is an important addition for the unreserved class of passengers”, the Minister said.

Shri Javadekar also stated that the Railway Budget is of reforms, where the capital expenditure will be trebled in one year and freight has been given due importance and the new freight corridors – North-South and East-East are an important target. He also pointed out that the expansion of railway network and gauge conversion has been increased in the last two years, from three kilometers a day to seven kilometers a day. “Port connectivity will also increase the visibility and usefulness of railways”, the Minister stated

The Minister also said that Mumbai Elevated Railways is a new paradigm shift in the sub-urban trains. He said that people had been demanding these elevated corridors for decades and the demand has been fulfilled in this Budget. 

Union Health Minister Shri J P Nadda hails 51% increase in outlay for Himachal in Rail Budget

Projects will improve connectivity in Himachal Pradesh: J P Nadda 
Union Health and Family Welfare Minister Sh. J P Nadda today thanked the Union Railway Minister Sh. Suresh Prabhu for increasing the outlay of railway projects for Himachal Pradesh by more than 51% over last year. "

“This will give a big boost to the interior rail network in the state of Himachal Pradesh. This will benefit not only the common people of Himachal Pradesh but will also give big push to the tourism industry in the state by providing greater connectivity.”

Sh. Nadda said, “The allocation for Himachal Pradesh has been increased from Rs 255 crore in 2015-16 to Rs 310 crore in 2016-17. Two new projects-Gauge conversion of Pathankot-Joginder Nagar line and New Line from Joginder Nagar to Mandi has been approved.”

“The NDA government has provided on an average Rs 206.3 crore of annual outlay for railway projects in Himachal Pradesh from 2014-15 to 2016-2017 whereas during UPA regime (2009-10 to 2013-14), the UPA provided an annual outlay of 108.4 crore,” added Sh. Nadda.

The Health Minister termed the Railway Budget 2016-17 as visionary, forward looking and innovative. He said, “This budget is a major step towards realizing Prime Minister Sh. Narendra Modi’s vision of “Sabka Saath, Sabka Vikas”. The state of Himachal Pradesh has benefitted a great deal in this budget as much awaited resources have been provided, he added.
