 Read the following:-
1. Judgment of the Hon’ble Supreme Court of India, dated:22.09.2006 in
 WP (Civil) No.310/96 reported in (2006) 8 SCC
 2. G.O.Ms.No.189, Home (Legal.II) Department, dated:08.08.2013.
 3. From the Director General of Police, Andhra Pradesh,
 Lr.Rc.No.1745/C3/2016, dated:15.12.2017.

ORDER:

         The Hon’ble Supreme Court of India in their Judgment in Prakash Singh & Others, first read above, among others, issued a direction to constitute a State Security Commission (SSC) in every State.

2. In pursuance thereof, Government have constituted the State Security Commission vide GO 2nd read above. Further, in the letter 3rd read above, the Director General of Police, Andhra Pradesh suggested the following composition for the State Security Commission:-

1) Minister in-charge of the Home Department- Chairperson
2) Chief Secretary to Government
3) Secretary in-charge of the Home Department
4) Head of Police Force and
5) Three persons of eminence (hereinafter referred to as “ Independent Members”) from any walk of public life with wide knowledge and experience in maintenance of law and order, administration, human rights, law, social service, management of public administration, to be nominated by the State Government.

3. Government after careful examination of the matter, in modification of the orders issued in GO 2nd read above, here by order that the State Security Commission shall be with the following composition.

1) Minister in-charge of the Home Department- Chairperson
2) Chief Secretary to Government
3) Secretary in-charge of the Home Department
4) Head of Police Force ( Ex-officio Secretary )
5) Three persons of eminence (hereinafter referred to as “ Independent embers”) from any walk of public life with wide knowledge and experience in maintenance of law and order, administration, human rights, law, social service, management of public administration, to be nominated by the State Government.

4. The State Security Commission constituted in para 3 above, shall discharge functions that shall include laying down broad policies and giving directions for the performance of the preventive tasks and service oriented
functions of police, evaluation of the performance of the State Police and preparing a report on evaluation of the performance of the police to be placed before the State Legislature”

5. The above orders shall be in force till framing of appropriate legislation.
