           The Government has noted that a competitive fire works display
which flouted rules and regulations has turned the temple festival in
Kollam, Kerala into a tragedy of grave proportions. It is necessary to
draw lessons from this unfortunate incident so that such tragedies can
be averted. Hence the Government directs the Executive Officers of all
temples to take the following precautions with immediate effect.

i) Henceforth no fire works shall be used as a part of any temple
festival. Even if it is contemplated as per tradition of any
particular temple prior approval of the local District
Administration must be taken.

ii)Executive Officers of all temples whose income is Rs.25.00
Lakhs shall approach the District Fire Officer and seek their
advice on preparing fool proof plans for fire safety in the
temples. Executive Officers shall submit a compliance report
on the fire safety precautions taken in their respective
temples.

iii)The fire safety precautions should include the following among
many other things. Widening of Mada streets, proper
electrification, installation of fire safety devices, having clear
entry and exit routes and also emergency fire escape routes,
not putting thatched structures on temporary basis during
summer etc.

iv))In many temples, cables are found hanging loose everywhere
without proper ducting. Executive Officers shall take steps to
see that good quality electrical wiring is done and wires shall
pass only through conduits. Adequate circuit breakers should
be installed to avoid short circuits. Panel Boards and
Distribution Boxes should be appropriate for the power load in
the temple. The services of a electrical engineer or electrical
expert shall be taken for this purpose.

v)Special care should also be taken near Potu / Pakasala where
prasadams are prepared and also in the Annadana Satram
Kitchen where there are greater fire hazard.

vi)Executive Officers as also Assistant Commissioners & Dy.
Commissioners shall take special care to see that
Rathostavams and Deepostavams and Teppotsavams are
handled carefully to prevent untoward incidents.

vii)The Executive Officer, Tirumala Tirupathi Devasthanam shall
also take undertake a thorough review of Tirumala as well as
all other shrines under his control and upgrade facilities to
prevent fire accidents.

2. The Commissioner of Endowments is directed to take further
action in the matter.
