O R D E R:
In the letter 2nd read above, the Director-cum-Vice Chancellor, Sri Venkateswara
Institute of Medical Sciences, Tirupati has reported that the SVIMS University is
following the admission criteria for all the courses offered by treating it as statewide
Institution. The Hon’ble High Court in the judgment 1st read above, passed orders to
follow region wise reservation as contemplated under A.P. Presidential Order, 1974
which was upheld by the Hon’ble Supreme Court of India. The 36th Academic Senate
(dt: 08.10.2015) of the University resolved “to proceed with the admission process as
per the courts directive and Government letter dt: 17/06/2015 as a Regional University
from 2016-17 academic year onwards. Further, the Academic Senate advised to take the
help of Dr. NTR University of Health Sciences authorities in preparing the seat matrix.
2. The Director-cum-Vice Chancellor, Sri Venkateswara Institute of Medical Sciences,
Tirupati has also reported that in view of Hon’ble High Court and Supreme Court
judgment, the 36th Academic Senate (dt: 08.10.2015) of Sri Venkateswara Institute of
Medical Sciences resolved “to proceed with the admission process as per the courts
directive as Regional University from 2016-17 academic year onwards. Further, the
senate advised to prepare the seat matrix with the help of Dr. NTR University of Health
Science authorities. Accordingly, the meeting was held on 4th and 5th of December 2015
and seat matrix was prepared separately for each course.
3. The Director cum Vice Chancellor, Sri Venkateswara Institute of Medical Sciences,
Tirupati, while enclosing the following Academic Senate Meeting resolutions and citing
the judgments by the Hon’ble High Court in the year 2005 and 2015 and the fact that
since the status of the University is neither mentioned in the act nor included under
state wide institutions in the A.P. Presidential Order 1974, has requested for necessary
Government orders pertaining to admissions in Physiotherapy, Nursing, Allied Health
Sciences (both UG and PG) as per the regulations applicable to non-state wide
institutions.
i. The Academic Senate discussed the developments at Hon’ble High Court &
Supreme Court of India pertaining to MBBS admissions and the recent Govt.
letter dt : 17/06/2015. The University will proceed with the admission process as
per the courts directive and Govt. letter dt : 17/06/2015 as a regional university
from 2016-17 AY onwards.
ii. The Govt. of AP may be requested to take up the matter to continue as regional
university or to make it a statewide university by amending the AP presidential
order.
iii. As per the advice of the Vice Chancellor, Dr. NTRUHS, a team may be sent
comprising of a faculty and administrative staff of the university for preparing
the seat matrix for admissions.
4. The Government after careful examination of the matter hereby accord
permission to the Registrar, Sri Venkateswara Institute of Medical Sciences, Tirupati to
issue notification, prepare prospectus, seat matrix, conduct of counselling and
admission for Physiotherapy, Nursing and Allied health science courses w.e.f 2016-17
academic year onwards duly following the procedure as is being followed by Dr. NTR
University of Health Sciences in the above areas and the rules specified in the Andhra
Pradesh Educational Institutions (Regulations of Admissions) Order, 1974 applicable to
Non-statewide Universities and Educational Institutions.
5. The Director cum Vice Chancellor, Sri Venkateswara Institute of Medical Sciences,
Tirupati shall take necessary action in the matter to ensure that the provisions of
Presidential Order are followed in true letter and spirit in the conduct of admission
process.
