Special Camps for Skill Development
The Minister of State (Independent Charge) for the Ministry of Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that Government has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in March, 2015 which is a reward based, demand driven scheme aiming to enable and mobilise a large number of Indian youth to take up skill training, become employable and earn their livelihood.


In a written reply in the Lok Sabha today the Minister said the scheme targets to benefit 24 lakh persons with training of 14 lakh fresh entrants and certification of 10 lakh persons under Recognition of Prior Learning (RPL). PMKVY has a feature of Kaushal Vikas Sivir which is organised by respective PMKVY affiliated training partners across the Country. Upto 31st October, 2015, 308 Kaushal Melas have been organised across the Country and 5.17 lakh candidates have been enrolled under the scheme for 328 job roles developed by 28 Sector Skill Councils (SSCs).

Themes Under Skill Development Programmes
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Shri Rajiv Pratap Rudy has said that there are over 70 skill development schemes across various sectors implemented by over 20 Central Ministries/Departments for skill development of people in the Country.

National Skill Development Agency (NSDA) is working on a central registry of all training centers in the Country which will be accessible to interested persons and provide information on types of training opportunities in a particular area.

In a written reply in the Lok Sabha today the Minister said, the skill development programmes are being run across varied sectors of the economy. Altogether 39 Sector Skill Councils (SSCs) have been formed which are industry led bodies and responsible for ascertaining needs of the respective sector and finalizing the standards for skilling in consultation with the industry. Out of 39 approved SSCs, 30 are operational.

Prime Minister's Skill Development Mission
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the National Skill Development Mission was launched by the Prime Minister alongwith the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on 15th July, 2015.  In a written reply in the Lok Sabha today the Minister said, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) targets to impart skill training to 14 lakh persons and certify 10 lakh persons under Recognition of Prior Learning (RPL). As on 23.11.2015, 5, 25,536 persons have been enrolled and 4,12,854 persons trained and certified under PMKVY.

Promotion of Entrepreneurship
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the National Policy for Skill Development and Entrepreneurship was launched by the Prime Minister on 15th July, 2015. The policy envisages fostering social entrepreneurship and grassroots innovation by providing support in terms of fiscal incentives, creation of grass root technology innovation hubs, legal support and market linkages. In the entrepreneurship domain, the policy envisages catalysing a culture shift to encourage entrepreneurship, supporting entrepreneurs through entrepreneurship hubs (E-Hubs), inclusivity, promoting entrepreneurship amongst women and ease of doing business.

He said, a number of Ministries are involved for development of entrepreneurship including women entrepreneurship through various programmes and interventions. The Department of Biotechnology (DBT) through Biotechnology Industry Research Assistance Council (BIRAC), a PSU of DBT, has taken a number of steps to educate and equip potential and early stage entrepreneurs across India through Biotechnology Industry Research Assistance Council (BIRAC), agencies under which conduct entrepreneurship workshops for potential and early stage entrepreneurs across India as well as providing hands-on training through roadshows and organising regulatory compliance workshops. BIRAC has been a pioneer in promoting the innovation research and ecosystem in the country. In order to promote the innovation hubs in the country, it has supported and strengthened the innovative R & D infrastructure in 15 bio-incubators across the country. 5 University Innovation Clusters have been initiated to promote the innovation entrepreneurship at University level. It has supported eleven incubators have 186 incubatees /associates who have been connected to peers and mentors. Further, BIRAC has also supported 155 entrepreneurs through its BIG programme which is implemented by five partners who connect the entrepreneurs to peers and mentors.

In a written reply in the Lok Sabha today the Minister said, Similarly, Ministry of Micro, Small and Medium Enterprises (MSME) has been implementing special, dedicated schemes for Women entrepreneurship development to facilitate employment opportunity for women. These schemes are Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme) and “Mahila Coir Yojana” throughout the country including Himachal Pradesh. The TREAD Scheme envisages economic empowerment exclusively of women through trade relates training, information and counselling extension activities related to trades, products, services etc. Under the scheme financial loans are provided by Nationalised Banks and grants by Government of India at the rate 30% of the loan subject to maximum limit of Rs 30.00 lakh through NGOs for capacity building and for undertaking self-employment ventures by women in non- farm activities. Under Mahila Coir Yojana, financial assistance is provided for motorized rats for spinning coir yarn to women artisans after giving training. Government provides motorised rats/motorised traditional rats at 75% cost subsidy subject to maximum ceiling of Rs 7500/- for motorised rats and Rs.3200/- for motorised rats. The remaining 25% is raised by the beneficiaries. Fund allocated for these schemes during the current year (2015-16) is Rs 6.70 crore. Since these are Central Sector Schemes, funds are not allocated state /UT wise.

Vocational Training Improvement Project
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that Vocational Training Improvement Project (VTIP), interalia, envisages upgradation of 400 ITIs in 34 State Governments/UTs including NE States. Funding pattern between center and State is 75:25 (90:10 for NE States) the project started in Dec. 2007 and its closing date is September 2016.

Key institutional reforms introduced under the project are constitution of Institute Management Committee (IMC) at ITI level with chairperson from the industry. Physical component consisted of setting up of new classrooms, workshops and modernization of tools, equipment and machinery, training of trainers and ensuring congenial environment.

        In a written reply in the Lok Sabha today the Minister said against the total allocation for States including State share of Rs. 1739.60 crore, Rs 1613.40 Crores have been released.

Skill Loans to Youth
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that a Skill Loan Scheme was launched by the Prime Minister on 15.7.2015 with a view to support youth who wish to go through skill training programmes in the Country. This Skill Loan Scheme replaced earlier Indian Banks Association (IBA) Model Loan Scheme for Vocational Education and Training. Bank of India has been the first bank to notify such a skill loan scheme.

  In a written reply in the Lok Sabha today the Minister said any Indian National who has secured admission in a course run by Industrial Training Institutes (ITIs), Polytechnics or in a school recognized by Central or State education Boards or in a college affiliated to recognized university, training partners affiliated to National Skill Development Corporation (NSDC) Sector Skill Councils, State Skill Mission, State Skill Corporation, preferably leading to a  certificate/diploma/degree issued by such organization as per National Skill Qualification Framework (NSQF) is eligible for a skilling loan. Loans may be given from 5,000/- to 150,000/- depending on the NSQF level at a simple rate of interest during the study period till commencement of repayment i.e. between 11% and 12 % by different banks and no processing fee would be charged by Banks/Money Financing Institutions. The repayment of loan will have following tenures.  He said, at present there is no proposal to increase the amount of loan.

Skill Development Programmes for Uneducated People
The Minister of State (Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that there are over 70 skill development schemes across various sectors implemented by over 20 Central Ministries/Departments to promote skilling of all people including the uneducated, in the Country. Funds under these schemes are provided by the concerned Ministries/Departments to the implementing agencies including States in accordance with the guidelines issued for the schemes.

In a written reply in the Lok Sabha today the Minister said the details of people including uneducated trained under various skill development schemes/programmes of over 20 Central Ministries/Departments for the year 2012-13 to 2015-16 (upto June, 2015) are as under:-
