O R D E R:
The M.A. & U.D. Department issued orders in the reference first read above have
constituted an Expert Committee under the Chairmanship of Sri M.Prasad Rao, retired IAS
Officer to examine various aspects of Staffing Pattern in erstwhile Municipal Corporation of
Hyderabad (MCH) and the merged 12 Municipalities.
2. In the reference second read above, the Expert Committee have submitted a report to
the Government on Rationalization of Staffing Pattern in Greater Hyderabad Municipal
Corporation. In the reference third read above, the Commissioner, Greater Hyderabad
Municipal Corporation has requested the Government to sanction revised administrative
structure approve norms for staffing pattern and Rationalization of Staffing Pattern and
sanction 2607 posts in Greater Hyderabad Municipal Corporation, Hyderabad.
3. The M.A. & U.D. Department have submitted proposals for sanction of 2607 posts
and furnished category-wise and Department wise under Rationalization of Staffing Pattern
in Greater Hyderabad Municipal Corporation, Hyderabad, and also sought permission to
fill up the posts in two phases as shown hereunder:

4. After careful consideration of the issue, Government hereby accord sanction for 2607
additional posts under in different departments in Greater Hyderabad Municipal
Corporation, Hyderabad. The expenditure for pay and allowances of 2607 additional posts
shall be met from the funds of Greater Hyderabad Municipal Corporation. The categorywise
and department wise details of 2607 posts in Greater Hyderabad Municipal
Corporation, Hyderabad are indicated in the Annexure to this order. Government also
accord permission to fill up 1300 posts in first phase (2012-13) and 1307 posts in second
phase (2013-14) in Greater Hyderabad Municipal Corporation as shown in the Annexure
enclosed.


5. The M.A. & U.D. Department shall send necessary proposals at the appropriate
time, for filling up of vacancies through direct recruitment to the Finance (SMPC-I)
Department for addressing the relevant recruiting agencies authorizing the direct
recruitment of vacancies.
6. The M.A. & U.D. Department shall take necessary further action in the matter.

In the reference first read above orders were issued to the Commissioner, Indian
Medicines and Homoeopathy Department to take the following staff required for two PG
Courses viz., Kulliyat and Hifzan-e-Sahet at government Nizamia Tibbi College for each
course on contract basis on consolidated pay on usual terms and conditions till the assistance
of government of India under Centrally Sponsored Schemes is provided for these PG Courses:

2. In the reference second read above, orders were issued according permission to start
(2) new PG Courses in Dr. B.R.K.R. Government Ayurvedic Colleges, Hyderabad from 2008 -09 and also creation of certain posts on regular basis.
3. In the reference third and fourth read above, the Commissioner of AYUSH stated that
while furnishing a copy of Secretary, Central Council of Indian Medicine, for appointment / promotion of Teachers, the Secretary, Central Council of Indian Medicine, New Delhi has requested to appoint the teachers on regular basis instead of contract basis for the two speciality courses i.e. Kulliyat and Hifzan-e-sehat, at Government Nizamia Tibbi College, Hyderabad as per CCIM norms duly furnishing details of its financial implications. PUBLIC SERVICES – Pay Revision Commission – Revision of Pay Scales – Constitution of Pay Revision Commission – Sanction of Staff and Expenditure – Orders – Issued
Government decided to sanction the staff to assist the above Pay Revision Commissioner
duly taking into consideration of the posts already sanctioned for One Man Committee.
Accordingly, Government hereby sanction for creation of the following supporting staff for assisting the Pay Revision Commissioner on temporary basis including the posts sanctioned for One Man Committee. The posts from Sl.No. 2 to 11 will continue beyond two months of the tenure of the 10th PRC to attend to the residuary and implementation work of the 10th PRC recommendations.

DEPARTMENT FOR WOMEN CHILDREN DISABLED & SENIOR CITIZENS
Creation of One hundred eighty seven (187) posts of Child Development Project
Officers (CDPOs) – Orders – Issued.
In the G.O. first read above, orders were issued for creation of temporary posts
of 100 Child Development Project Officers (CDPOs) and 75 Additional Child
Development Project Officers (ACDPOs) for the then newly created ICDS Projects with World Bank assistance. Further, permission was granted to fill up these posts on contract basis with a monthly remuneration of Rs.5,000/- and Rs.4,500/- respectively. In the G.O. Second read above, Government had issued administrative sanction for 12 Urban ICDS Projects for which 12 CDPO posts were sanctioned.

2. The Commissioner of Women Development and Child Welfare vide his letter
third read above has informed the Government that in terms of the above two G.Os, one hundred and eighty seven (187) CDPOs / ACDPOs posts were sanctioned on temporary basis to be filled on contract basis. He has stated that the above said posts were not filled up either on contract or direct recruitment as per G.O.Ms.No.5, dt.01-02-2001, wherein Service Rules were framed. He has further stated that the Government of India has been insisting on filling up these posts for smooth functioning of the projects and for effective implementation of the ICDS scheme, the Government of India is providing 90% of funds and the State Government is providing 10% funds and these projects have been established on permanent basis since their original sanction. The Commissioner has requested for sanction of one hundred eighty seven (187) posts of Child Development Project Officers (CDPOs) / Additional Child Development Project
Officers (ACDPOs) on regular basis and permission to fill up these posts on regular basis in accordance with the Service Rules.

3. The Government, after careful examination of the proposal, hereby sanction one hundred eighty seven (187) posts of Child Development Project Officers (CDPOs) on regular basis.
