Paediatricians, Staff Nurses and support staff posts

Integrated Mother and Child Health Services - Strengthening the Child Health
Services in Government Hospitals – Filling up of Paediatricians, Staff Nurses and support staff posts purely on contract and temporary basis for one year in SNCUs, NBSUs and NRCs – Orders – Issued.

O R D E R:
Government of India permitted under Child Health Component of NRHM to
establish 44 Special Care New Born Units (SCNUs) to strengthen child health
services and reduce Infant Mortality Ratio (IMR) in Tribal Areas and other areas. As per the recommendations of the Task Force, it is decided to fill up Paediatricians per each SCNUs, Staff Nurses and Lab Technicians along with support staff under NRHM. New Born stabilization (NBSUs) units and Nutrition Rehabilitation Centers (NRCs) are to be strengthened with a Staff Nurse.

2. In the reference 7th cited the Commissioner of Health & Family Welfare has
submitted proposals stating that the state require to fill up 160 Pediatrician posts on contract basis for one year purely on temporary basis @ 4 in 36 SNCUs i.e. a total of 144 in Teaching and District Hospitals and @ 2 in 8 SNCUs located in Tribal hospitals totaling to16.

3. The Commissioner of Health & Family Welfare has also stated the state
require to fill up 590 Staff Nurses @ Rs.12,910/- towards monthly remuneration in the institutions detailed below:

4. It is also stated by the CHFW that in the RoP for the year 2011-12 has
approved budget against FMR Code A.8.1.1 towards remuneration under Human Resources component for 649 Staff Nurses posts whereas the government requirement is 642 and in view of 52 Staff Nurses from NICUs are already accommodated in the SNCUs, the present requirement is 590. The Staff Nurses proposed to appoint in SNCUs in other areas, Tribal areas and NRCs are excess than the approved strength by GOI. The services of Staff Nurses sanctioned under NBSUs will be utilized in SNCUs (both in other and Tribal areas) and NRCs to meet the excess need. However, the total strength of Staff Nurses proposed is less than the strength approved by GOI.

5. The CHFW has also stated that the GOI has approved budget in the ROP
2011-12 to appoint the following staff purely on contract and temporary basis for 44 SNCUs along with monthly remuneration to be paid as detailed below.

i. Data Entry Operator     - Rs.9500/-           - 44   @ 1 per SNCU
ii. Lab Technician            - Rs.9000/-           - 44   @ 1 per SNCU
iii. Security                      - Rs.6700/-           - 132 @ 3 per SNCU
iv. Support staff              - Rs.6700/-           - 176 @ 4 per SNCU

6. After careful examination of the matter, Government hereby permit to notify for filling up of 160 Pediatrician posts on contract basis for one year purely on temporary basis @ 4 in 36 SNCUs i.e. a total of 144 in Teaching and District Hospitals and @ 2 in 8 SNCUs located in Tribal hospitals totaling to 16 and for filling up of 590 Staff Nurses (SNCUs in other areas – 452, SNCUs in Tribal areas – 48, NRCs – 90), on contract for one year purely on temporary basis through the prescribed procedure in force and also as per NRHM guidelines. The Commissioner of Health and Family Welfare is directed to appoint the support staff for 44 SNCUs along with monthly remuneration as detailed below, by the DM&HOs through DSC under the chairmanship of District Collector, purely on contract and temporary basis for one year since sufficient budget is approved in the ROP for the year 2011-12 .

i. Data Entry Operator     - Rs.9500/- - 44 @ 1 per SNCU
ii.Lab Technician             - Rs.9000/- - 44 @ 1 per SNCU
iii. Security                      - Rs.6700/- - 132 @ 3 per SNCU
iv. Support staff              - Rs.6700/- - 176 @ 4 per SNCU

7. The Commissioner of Health and Family Welfare is also directed to redeploy
the nurses as per the field requirements to see that there will not be any problem in claming further releases from the GOI.

8. The Commissioner of Health & Family Welfare shall monitor the progress. The Director of Medical Education, Director of Public Health & Family Welfare,
Commissioner of APVVP, Commissioner of Tribal Welfare and the Mission Director (NRHM) shall be responsible for completion of process. All concerned shall take necessary action in this regard.
